2024 Legislature Redistricter Help


The Legislative Redistricter allows users to create County Legislative Districts based on 2020 census population information. It was developed by Broome County GIS and Mapping Services using census and related data.

HOW DO I...

Build Legislative Disticts
Legislative Districts are built by adding census blocks to each district. To begin, select the district number you want to work on from the dropdown box on the upper-right. Then select the tool. With this tool selected, hold the left mouse button then move the mouse to create a rectangle. When you release the left mouse button all census blocks touching the rectangle will be added to the selected district. Census blocks already assigned to an existing district will be overwritten with the currently selected district.

Clear All District Information
Use the button to clear census blocks of all district information. A warning message will be displayed as this action cannot be undone and any current work on districts will be lost.

Load the Current Legislative Districts
Use the button to load the current Legislative Districts. A warning message will be displayed as this action cannot be undone and any current work on districts will be lost.

View District Statistics
Use the button to open the District Statistics window. This window displays each district along with the total population, white, non-white population, over 18, and deviation from target district population size. You can download the district statistics as a CSV file by clicking the 'Download District Statistics Table' button. A census block join file can be downloaded by clicking the 'Download Join Table' button. This file is used in desktop GIS.

Save or Open a 'Project'?
You can save a project by selecting the project management button which opens the Project Management window. To save and download a project, enter a name and click the button. The project is saved to your browser downloads folder. You may keep it there or move it to another folder location. To open a saved and downloaded project, click the 'Choose File' button and then navigate and select the appropriate .MAP project from your file directory. Once a file is selected, click the button to load it.

Navigate Around the Map?
Although there are zoom in and zoom out tools provided in the toolbar, you do not have to use these if your mouse has a scroll wheel. Simply scroll up to zoom in and scroll down to zoom out. To pan, click the and then hold down the left mouse button while moving the mouse in the desired direction. Release the left mouse button when finished. To zoom to the full county extent, click the world button . To zoom to a specific scale, enter the scale in the scale box and hit enter. To view the last extent, use the previous button . To view the next extent, use the next button .

Add or Remove Map Layers/View Map Legend?
To add or remove map layers and/or view the map legend, select the layers button from the tool bar. The layers pane will open on the left. Check a layer to see it or uncheck it to hide it. If a checkbox is grayed out, it means that the layer is not visible at the current scale.

Print a Map?
To print the current map, select the print button from the tool bar. A PDF will be generated and open in a new window. The default map is letter size and landscape orientation. To change these defaults and other options, select the print settings button to open the Print Settings window. The following settings can be changed: size and orientation, output format, whether to use the map scale, the map title, whether to include a legend, and the scale bar units. After changing any of these settings click the 'Apply Settings' button.
